About
Agenda 2030 is becoming a reality thanks to the dedicated efforts of cities, provinces, regions, counties, and territories worldwide. Local governments are leading SDG implementation at local level, using the SDGs as a tool for long-term planning, integrating SDG targets and indicators in their local policies and budgets, enhancing service delivery, and using Agenda 2030 to better communicate public action to their own citizens.

Diana Lopez Caramazana, a national of Spain, is an Advisor on Cities and Local Governments at UNDP, where she supports the work of UNDP with local government associations and the role of cities and other local governments as key implementers of the UN global agendas. She has over 20 years of experience in the United Nations, including UN-Habitat, UNCDF and the ILO. Her expertise includes decentralization, innovation in public services, urban management and planning, and local finance. Diana is deeply passionate about the transformative power of local governments and their ability to improve people's lives.

Aschalew OFGA is an experienced Human Resources and Administration professional with over 20 years of experience in the humanitarian, development, and financial sectors. He has a Master’s from Oromia State University (2020), a Bachelor’s from Adama University (2009), and a Diploma from Addis Ababa University (2004). He has expertise in HR management, administration, recruitment, employee relations, procurement, operations, and leadership. Recently, he worked as a Recruitment Assistant with GSSC-UNDP Ethiopia, an HR Associate with UNHCR in Gondar (2022-2024), and an HR Officer at Amref Health Africa (2017-2022). Earlier, he served with IRC Ethiopia as HR and Admin Officer and Assistant (2015-2017), specialising in talent acquisition and policy implementation. Before his humanitarian career, he worked at Wasasa Microfinance in various roles, gaining experience in management, operations, staff development, customer relations, and strategy. Throughout his career, Aschalew demonstrates a commitment to excellence, professionalism, and growth, making him a valuable asset to organisations seeking to enhance their human capital and operational efficiency.

Most recently, he served as a Recruitment Assistant with GSSC-UNDP Ethiopia, he worked as a HR Associate with UNHCR in Gondar from September 2022 to August 2024. Prior to this role, as a Human Resource Officer with Amref Health Africa in Ethiopia from August 2017 to September 2022.
Earlier in his humanitarian career, Aschalew served with the International Rescue Committee (IRC) Ethiopia, where he held the positions of HR and Administration Officer and HR/Admin Assistant between 2015 and 2017. In these roles, he contributed significantly to talent acquisition, workforce management, policy implementation, and administrative operations.
Before transitioning to the humanitarian and development sectors, Aschalew built a strong foundation in the financial industry with Wasasa Microfinance S.C. He held a variety of leadership and technical positions, including Procurement Officer, Human Resource Management Expert, Branch Manager, and Senior Credit Officer. Prior to his current assignment, he served as a Procurement Specialist with the UNDP Mauritius and Seychelles Multi-Country Office (MCO). He also worked with the UNDP Regional Service Centre for Africa (RSCA) in Addis Ababa as a Roster Manager for seven years. Earlier in his UNDP career, he served as a UN Volunteer (UNV) Procurement Officer with UNDP Ethiopia for one year. In addition, Getachew has successfully completed several detail assignments as a Procurement Specialist, supporting UNDP Liberia, UNDP The Gambia, and UNDP Mauritius and Seychelles MCO. Beyond the UN system, Getachew has held a number of senior procurement and commercial management positions in both multinational and national organisations. Ginna Agaton Posada, a national of Colombia, she is an international relations professional with 10 years of procurement experience, including 5 years as a procurement analyst for UN agencies such as UNODC and UNDP. She specializes in contract management, drafting terms of reference, and supplier administration. Additionally, she has experience in marketing, communications, agriculture, printing, raw materials, and as an international consultant.

Zarina holds a Master’s degree in Financial Management from Istanbul University and Bachelor degree in Economics from Academy of Management under the President of Kyrgyz Republic. She speaks English, Russian, Kyrgyz and Turkish languages.

Melisa Gorondy Novak is an international relations specialist from Argentina with over 15 years of experience. She serves as a Learning and Knowledge Generation Analyst at UNDP’s SDG Local Action initiative. From 2018 to 2023, she led the implementation of the 2030 Agenda in the Government of Córdoba Province, Argentina, designing data-driven, gender-responsive, and digitally enabled policies through open government, international cooperation, and public innovation. Previously, as Regional Coordinator at the NGO Asuntos del Sur, she led participatory projects across 15 Latin American countries, working with over 3,500 local actors and co-founding the Latin American Network for Political Innovation. Melisa is pursuing a PhD in International Relations and holds a Master’s degree in Social Sciences from the University of Freiburg (Germany), Jawaharlal Nehru University (India), and FLACSO-Argentina. She also holds a Bachelor’s degree in International Relations from the Catholic University of Córdoba, where she has served for 10 years as a professor of International Political Economy and Argentine Foreign Policy. She is passionate about the transformative power of territorial knowledge and its potential to shape global agendas.

Innovation
Carla Rey, originally from Italy, graduated with a degree in Business Economics from Ca' Foscari University in Venice. She has extensive experience working with local authorities. In 2010, she served as the Deputy Mayor of Venice. From 2015 to 2023, she was the Secretary General of AICCRE (Italian Association of the European Council of Municipalities and Regions - CEMR) and later became the Director of AICCRE Venice. Additionally, she is the founder of the Venice City Solutions Foundation. Rey is also a researcher for the Computer Science Department at the University of Turin, part of the Territories and Digital Communities research group, and works as a UNDP consultant for SDG Local Action.

Joshua Nii Noye Tetteh-Nortey, currently the Project Supervisor for the Mayors Challenge Project in Kumasi, is a professional urban planner with over 15 years of experience in localizing UN global agendas such as the MDGs and SDGs at the community level. Over the years, Joshua has worked closely with grassroots communities to promote access to safe water and dignified, hygienic sanitation services. He has raised awareness about the circular economy, campaigned for climate change adaptation and mitigation, and empowered marginalized and socially excluded groups. His approach emphasizes community ownership, political leadership, gender mainstreaming, and locally tailored solutions.
