As part of the EU Mission ‘100 climate-neutral cities’,

it combines ambitious mitigation and adaptation goals with a strong focus on climate justice, prioritising health protection and the economic opportunities of the transition.

Grounded in a Climate City Contract validated by the European Commission, the plan introduces a participatory governance model involving political leadership, cross-departmental coordination and citizen engagement through the More Sustainable Barcelona network, the so-called collaborative challenges and the climate assembly.

The plan defines 242 actions structured around six strategic areas: 1. Energy Transition (which includes Buildings), 2. Mobility, 3. Resilience (focusing on the risks associated to water), 4. Heat, 5. Let’s change for the climate (through science, education and culture) and 6. Neighbourhoods, to make sure that the climate transition action reaches every corner of the city.
