The Beat the Heat/Mutirão contra o Calor Extremo Implementation Drive is a 2025 United Nations Climate Change Conference (COP30) and United Nations Environment Programme (UNEP) Cool Coalition flagship effort to implement solutions that speed up local responses to extreme heat and promote sustainable cooling. It helps translate the Global Cooling Pledge into local action by supporting heat assessments, planning, nature-based cooling, sustainable procurement, and building code adoption at the subnational level.
The drive is inviting national and local governments, as well as technical and financial partners, to join this collective effort to advance sustainable and resilient urban cooling.
Interested parties can submit their interest at https://forms.office.com/e/QJRm4CNXC7.
Participation is welcome from all countries, including Global Cooling Pledge signatories and non-signatories, to advance the shared commitment to sustainable cooling.

Objective
The initiative has three overarching objectives:
- To celebrate and spotlight leadership at the national, regional, and city levels, and to raise visibility for practical solutions.
- To identify local initiatives and plans that could benefit from specific technical knowledge, or financial support.
- To catalyze locally led and scalable actions that advance national climate and development priorities while fulfilling several commitments of the Global Cooling Pledge.
Commitments
By joining the initiative, participating countries, cities, and regions will commit to working on one or more of the local cooling commitments of the Global Cooling Pledge and join the growing cohort of subnational signatories to:
- Assess urban heat vulnerability, prioritize cooling projects, and integrate them into or develop relevant urban plans or strategies (such as climate plans, heat action plans, etc.).
- Plan and implement nature-based and passive cooling projects and policies, such as green corridors, cool roofs, and building codes.
- Lead the public procurement of low-global-warming-potential and high-efficiency cooling technologies in public buildings.
Participating cities will gain access to curated knowledge resources such as training materials, workshops, handbooks, and more, and will also have the opportunity to request technical assistance as needed.
Call to action
- National governments: to invite at least one of their local governments to participate in the implementation effort and to offer them support for local execution.
- Local and regional governments: join the implementation effort by committing to one or more of the local cooling commitments under the Global Cooling Pledge.
- Technical partners: to contribute their expertise and resources to speed up city-level implementation.
