is transforming urban areas to structurally reduce air pollution in vulnerable territories by 2030, addressing a systemic challenge where high particulate matter overlaps with poverty and environmental vulnerability in southwestern districts.
The city institutionalized Zonas Urbanas por un Mejor Aire (ZUMA), a legally anchored, data-driven model embedding air quality reduction in urban intervention. ZUMA concentrates intersectoral action—road maintenance, freight emissions control, urban greening, public-space upgrades, and monitoring—in high-exposure areas like Bosa-Apogeo (declared 2023) and Ciudad Bolívar, with ZUMA 1000 expanding green buffers to reduce exposure.
This integrated approach reorients public investment toward high-pollution, high-vulnerability territories, prioritizing exposed communities. By linking pollution reduction with public health and equity, ZUMA innovates through cross-sector coordination and unified territorial logic.
