Redesigning the water bill: from a transactional document to a behavioral policy tool

PROJECT DESCRIPTION

In April 2024 the Chingaza water system, which supplies about 70% of Bogotá’s water needs, fell under 16% of its capacity. The city’s noticed then that the crisis was not only technical but also about public communication. Working with residents, the Public Innovation Lab (iBO) found that people knew how much they paid for water but not how much they used. Water consumption was reflected in the users billing system as cubic meters, which was quite an abstract unit for most people. Working with the Bogotá Water and Sewerage Company (EAAB) and behavioral science experts, iBO redesigned the water bill, that now represents usage as 1-liter bottles, and uses color-coded alerts to show the moments of the day when consume is high or low. The city decided to rework the way they communicated pricing and use, using a traditional instrument that had not been changed in 20 years, into an awareness creation tool.
