Buenos Aires' Segmented Shelter Model
PROJECT DESCRIPTION
Buenos Aires found that its traditional night shelters were failing the people they were meant to serve. Stigmatized and perceived as unsafe, they followed a single model that ignored how differently homelessness affects a woman fleeing violence, a family with children, an older adult, someone with a mental health condition or addiction, or someone with a pet. Many people refused to go into them, and chronic homelessness persisted. The city restructured its shelters into a network of 24/7 Social Inclusion Centers (Centros de Inclusión Social, CIS), organized by population profile and level of vulnerability, where each person receives accommodation, psychosocial support, health care, education and employment programs under an individual plan. A “Zero Children on the Street” protocol sets a firm rule for families, while transitional “Casa Familia” homes offer a bridge toward independent living. The approach treats homelessness as a public service to be redesigned rather than as charity, and tracks exits from the system as a measurable outcome.
