Launched: C Change for Housing to address systemic barriers to sustainable affordable housing

The Urban Land Institute Europe (ULI Europe), with support from the Laudes Foundation, recented landed C Change for Housing, a three-year pan-European initiative designed to tackle the dual challenges of housing affordability and climate change in Europe’s real estate sector.

The built environment accounts for 37% of global carbon emissions, while nearly 15 million Europeans face housing affordability challenges. Current decarbonisation efforts risk deepening social inequities by focusing on high-value assets and prime locations. Systemic barriers continue to block equitable, net-zero housing solutions.

Focused on delivering practical, scalable solutions, C Change for Housing aims to ensure sufficient affordable housing while advancing the net-zero transition. It provides a platform for collaboration across public and private sectors.

Programme objectives include:

  • Identifying systemic barriers that hinder progress on affordable, net-zero housing

  • Developing solutions tailored for investors, developers, and real estate managers

  • Raising awareness and building capacity within the industry through tools and guidance

  • Showcasing best practices to promote widespread adoption of innovative housing approaches

Collaborative approach

The programme adopts a combined top-down and bottom-up approach. Public and private sector leaders work together to identify and overcome key barriers, while community engagement ensures solutions are inclusive, equitable, and responsive to local needs.

The programme invites stakeholders in residential development, investment, policy, and decarbonisation to contribute insights and collaborate.
