As Catalonia’s
structural response to concentrated urban vulnerability, the Neighbourhoods Plan establishes a permanent regional framework to support municipalities in delivering integrated regeneration in neighborhoods and towns facing socio-spatial inequality. Through a multiyear Recovery Fund and redistributive co-financing rules, the initiative provides local governments with stable resources and regulatory certainty. Under the first call, 20 Areas of Special Attention across 20 municipalities were selected, benefiting 277,000 direct beneficiaries and covering a population of approximately 2.83 million inhabitants. The plan commits USD 477.92 million in total intervention funding, with USD 269.12 million allocated as public subsidies by the Generalitat.
