THE CITY OF JOHANNESBURG

adopted a long-term Financial Development Plan (FDP), committing to a multiyear plan aimed at building financial sustainability, strengthening the City’s fiscal position, and expanding infrastructure investment.

As Johannesburg continues to attract migrants—receiving over 10,000 people each month—the city proactively developed the FDP to address growing infrastructure needs and improve service delivery. The city recognized that sustainable infrastructure development cannot rely solely on transfers from the National Government. It must also be supported by leveraging the city’s balance sheet and optimizing internally generated cash from operations to produce cash-backed surpluses for reinvestment into infrastructure. Revenue enhancement initiatives were implemented alongside efforts to curtail unnecessary operational expenditure.

Furthermore, the city has been an active participant in capital markets, issuing various bonds—including a Green Bond—and entering into bilateral loan agreements with banks and Development Finance Institutions (DFIs).
