The Local Government Constituency releases a joint position ahead of COP30

Towards COP30, the Local Governments and Municipal Authorities Constituency (LGMA), on behalf of the Global Taskforce of Local and Regional Governments, has released a Joint Position that calls for stronger formal recognition and integration of local and regional leadership in global climate governance.

The joint position is open for endorsement until 25 October 2025.

Background

The LGMA represents the voice of towns, cities, counties, territories, provinces, regions, states, devolved governments, and others that serve as implementation partners to the Paris Agreement. The organization recognises the importance of local and regional governments in preserving climate multilateralism and implementing climate action. The Joint Position therefore urges key players of COP 30 to formally recognise and harness the role of local and regional governments in driving more ambitious and inclusive climate action.

Key recommendations

The joint position delivered five key recommendations.

  • Establish a formal UNFCCC work programme to enhance multi-level climate action in collaboration with local and regional governments, and accelerate the synergies between the new urban agenda and climate action.

  • Operationalise adaptation indicators that reflect local and territorial priorities and capture their progress to the Global Goal on Adaptation.

  • Formally recognise local and other regional actors as key partners in implementing just transition policies and programs.

  • Elevate the localization of climate finance as a pillar of the evolving global financial architecture.

  • Strengthen multi-level cooperation through engaging local and regional governments in climate and sustainability governance processes.

Next steps

The joint position is open for endorsement by networks or associations of local and regional governments. Cities are invited to approach their national, regional, or global networks to encourage them to endorse the position.
