The German Cooperation (GIZ), through its Sustainable Intermediate Cities (CIS II) program, has been working with local governments in Ecuador to improve climate change management skills.
As part of this effort, a guide on developing climate change management models was launched in October 2024, based on the methodology and experiences of the municipalities of Lago Agrio and Latacunga. The guide outlines key steps for integrating climate strategies into local policies and planning.

Beyond a technical resource, the guide also highlights the need for sustainable and resilient urban environments, and encourages a unified climate action approach among stakeholders to benefit city residents.
