Memphis 3.0: a Resident-Centered Plan
PROJECT DESCRIPTION
In August 2024, Memphis launched its 3.0 Comprehensive Plan built on the principle of “building up, not out”. It redirects growth and public investment toward neighborhoods that have historically been left behind. It covers three areas (land, connectivity, and opportunity), including affordable housing, job creation, and support for local businesses.
The Office of Comprehensive Planning (OCP) held 47 workshops and public meetings across the city’s 14 planning districts. More than 1,490 residents took part in the core workshops, and another 116 contributed to the update of the Unified Development Code (UDC). Each round built on the previous one: residents first validated district priorities, then helped turn them into zoning and policy recommendations aligned with the Future Land Use vision, and finally reviewed proposals before adoption.
