The Cuadrilla Rosa (the pink team)
is a municipal program to integrate women into formal road maintenance operations through a structured, progressive, and replicable inclusion model that fights gender inequality, labor market exclusion, and sectoral segregation in infrastructure management. Despite being the strategic and most employed sector in Colombia, construction accounts for only 6.6% of women workers. Santiago de Cali has integrated gender transformation into one of the most masculine, technically demanding, and symbolically influential sectors of municipal management: public works. The use of the Cuadrilla Rosa, composed of Afro-descendant women, most of whom are heads of household, has improved maintenance coverage, strengthened compliance with procedures, and consolidated quality-control mechanisms. Gender transformation has thus translated into more resilient and effective public service delivery.
