The Enhancing Local Capacities in Socially Inclusive Resilience in Asia (SIRA) project, supported by Canada’s International Development Research Centre (IDRC) and the UK’s Foreign, Commonwealth and Development Office (FCDO), strengthens the capacity of local governments across Asia, including in cities in Bangladesh, Nepal, the Philippines, and Indonesia, to implement more inclusive and effective climate resilience strategies.
The Project was officially launched in Dhaka, Bangladesh, on 27 October 2024, and convened 27 stakeholders, including international experts and local leaders. Participants engaged in several discussions, from innovative community-based initiatives to the development of a centralized climate platform to streamline local adaptation efforts.

To inform the project’s approach, Key Informant Interviews (KIIs) were conducted in the cities of Sirajganj and Kushtia in Bangladesh with organizations such as the International Centre for Climate Change and Development (ICCCAD). In Nepal, a virtual KII included discussions with the Climate Change Management Division of the Ministry of Forest and Environment, the Environment and Public Health Organization (ENPHO), Forest Action Nepal, and the Center for Water Resources Study (CWRS).
The findings from these KIIs will be incorporated into an upcoming Country Needs Assessment report, which will guide the development of tailored capacity-building strategies to empower local stakeholders in each country.
