advances a Zero Waste Strategy to reduce environmental impacts and carbon emissions through a circular economy approach. The strategy prioritizes waste prevention at the top of the waste hierarchy, promoting waste-free products and services while influencing suppliers, businesses, and individual practices. It supports behavioral change and accessibility to waste reduction, encouraging repair, second-hand use, reusable products, borrowing systems, composting, recycling, and community sharing. New infrastructure and resource circulation systems ensure that only non-recyclable waste reaches the landfill. Key targets include reducing total landfill waste by 50% and door-to-door waste per capita by 40% by 2030, significantly diverting organic and construction waste from landfill, and reducing biogenic methane emissions by at least 30% by 2035.
